The first evacuation-construction project in the Neve Ofer neighborhood in south Tel Aviv is underway: The owners of the apartments at 26-14 Arber Street chose the Gabay Group this week to implement the project. To date, individual projects of TMA 38 have been implemented in the neighborhood in the process of strengthening and adding construction.

According to the city building plan approved back in 2019 by the local planning and construction committee, 7 old buildings with 112 apartments will be demolished, and 317 new apartments will be built in their place in 3 18- to 6-story buildings. This is an economic coefficient of 2.8 new apartments instead of each old apartment. 25 of the existing apartments are owned by Halamish.

The program was initiated by the tenants, after contracting with the Urban Development and Renewal Company. The company promoted the new plan for them in the planning committees, and after its approval, it held a tender for entrepreneurs, which the Gabay Group won this week. The group is building a new project on the same street, west of the complex in question.

As part of the project, the owners of the existing apartments, with an average area of 60 square meters, will receive a new apartment plus 25 square meters of the existing area. This addition is possible, since the plan initiated by the tenants has not yet been published and the Tel Aviv Municipality has approved the restriction on compensation for tenants for an addition of up to 12 square meters. Additional projects planned in the neighborhood are expected to be approved under the restriction.

In the social appendix to the complex, which was carried out as part of the planning procedure, it was found that most of the apartment owners in the complex are adults, with some living in the apartments and some renting out their apartments due to the apartment not suitable for their needs.

In the Neve Ofer neighborhood, a number of evacuation-construction projects are being promoted, based on a policy document for the neighborhood approved by the local planning and construction committee in December 2017. The Tel Aviv Municipality noted that the municipality considers it important The local to stay in the neighborhood in housing under improved conditions and at the same time integrate a new population. " The Tel Aviv Municipality also stated that "Following this policy, as part of the master plan for the city of Tah / 5000, about a quarter of the city's living areas have been designated as urban renewal complexes, 70% of which are in the south and east, -15 thousand housing units for the city. "

The project was designed by architect Gil Shenhav of Canaan Shenhav Architects in collaboration with the Southern Planning Team of the Engineering Administration of the Tel Aviv Municipality, and the tenants were represented by Adv. Yariv Bar Dayan.

Eli Gabay, owner of the Gabay Group, said: "The company is already active with thousands of housing units in south and east Tel Aviv, in Kfar Shalem, the Bitzaron and Tel Kabir neighborhoods and is also building in the neighborhood itself. We are active in these areas because they are expected to undergo significant development and improvement."

Nir Shmol, CEO of the Urban Development and Renewal Company, said: "The tender conducted in partnership with the Margolin Brothers Company included about 27 real estate companies. This is the ninth tender held by the company so far, with three projects already inhabited, another project currently under construction and four more. We are currently in the process of obtaining a building permit. "
